I am building a Stornoway 12' sailing dinghy.  I was interested in the fibreglassing aspect of the build.  I noticed that the outside fibreglassing on this build was up to the edge of the flat part of the bottom of the boat and the inside sheathing was up to the edge of the buoyancy tanks.

I also noticed that there was no fibreglass tape in the upper planks above either the two fibreglass sheaths inside and outside.  I would have thought that at least fibreglass tap should be laid down on at least the inside of the seam and filleting on the outside.  Paul Fisher recommends this.  So should I do this if I follow the sheathing done on this build?

You should certainly follow the advice of the designer Paul Fisher.  The side panels of the above boat are cut differently and there is a joint between the panels which is why there is no need for fabric.
