My recommendation is that if you really don't want to pay for plans, look online and find boats you like. Try to work out some rough plans on paper (length, beam, design of transom, freeboard, etc.) then just go into your garage and start building. This is what I did with my first 12' skiff and it turned out great. My sons used it for several years with a 6 hp Suzuki 4-stroke (which brought it to a plane with two people in the boat) until they begged me to build a bigger boat. The second one was Jeff Spira's Tillamook Dory with a 30 hp Suzuki and it is an awesome boat for the Chesapeake Bay. It is mored about 150' from where I am typing (my kitchen) and got some good use today from my now 15-year-old son and his friends.
